How to make tutus

I made tutus for Halle's birthday, they were so easy! 
First measure the waist.  I cut the elastic the size of the waist and then over lapped it to sew.  Then I took 3 different colored spools of 6" tule.  For time sake I placed two rubber bands around it, then took my rotary cutter and cut in the middle through all the layers making (2) 3" sections. (make sure your line is straight, and be careful!)

 I cut 20" strips both sections at the same time.  Then I layered 1 of each color (purple, green, and blue) and folded them in half making a loop at one end.  Bent the loop over the elastic and pull the ends through the open hole.  Follow this pattern until it's the desired fullness.  I didn't realize how fast I went through the tule.  I made one, then realized how little tule I had left over so the rest were a little smaller.  (That's why Halle's is fuller)
 I cut different styles/colors of ribbon that matched 20" also and folded them around the elastic too.  I tried it both ways, with just one ribbon at a time, and with more.  More held better.  When there was just one it wanted to slip off.
And then last of course, arrange the tule around the elastic so it looks even.  I got 4 out of the 3 spools... I wish I had more tule though.
